Supposedly he is not. I've read a little about Bill and he supposedly is waiting for that one, special female to take his heart away. I know it's certainly possible but I do have a hard time believing it. Also I've seen video of him in interviews and regularly everyday life, Extremely feminine and womanly like with his every movement and action.
