As I have said before, I am in advertising, and part of the job is directing photo shoots. What I said about lighting is true. Brighter backgrounds will make the lens close up a little to keep out glare. This gives the darker objects less light and makes them darker.
Darker backgrounds absorb light and do not reflect it. So the light sensor in the camera sees only the light reflecting from the person and opens the lens more. Then the light reflects off of the main feature more making it look lighter.
