As the author notes, it's hard to know because Trump has an inconsistent record on this. In his first term he talked a big talk about on standing up to China, but often this rhetoric was not supported by actions. He has also threatened to cancel the CHIPS Act, which is Biden's signature initiative to boost US industrial capacity to better compete with China. Many of his advisors (eg Elon Musk) want to make some accomodation with China.

The background to this that conflicts between major powers are almost always won by the side with greater industrial capacity, and China has the clear advantage on that score.
