i do not think you can paint all situations with that brush, and my 20 years in this country prowling the streets and working in hotels, in all major tourist destinations except Chiang Mai, tells me it helps more often than not. but that would only be my experience. it is also my experience that what ever happens, it is typical to most places in regard to this issue. some you win, and some you lose.

and how is it that cellphones, cameras and watches are traceable? if stolen they would be sold or fenced ASAP. and i believe that reporting a theft and pursuing such a matter is not so much to get your stuff back, per se, it is for the police to catch them so hopefully they can lay some fear on their thieving asses so they will not do it a second time. sort of a pay it forward kinda deal. i was present during a 3 hour interrogation of a motorcycle thief, believe me, the dudes at Guantanamo Bay have very little over on the local methods employed here to mete out justice and keep law and order (when they so choose). we did get the truth, but the bike was already on its way to Cambodia or Laos along with thew hundreds of other bikes in Chonburi that make that magic trip every month.

and you should always try to get a tourist policeman involved before a regular beat cop, not the locals. so if you really want or need a police, call for a tourist policeman yourself. they are most usually not from the same town, get moved around a lot on purpose, and are not in in on the local game. they are most always autonomous, that's their function.
and yes, i can spell, and i do know the meaning of altruistic. :shrug
