No, there are no any special restrictions. As also there are no any special different discriminative moments for foreigners. Except for the common situation and the procedure of police examination. You pass this procedure in Russia at least 4 times, - the first one for preliminary examination, the second one for the main examination, the third one – in Central department of police, and potentially the fourth one with assistance of the representatives of the Emabassy. Well, and all these times all representatives (the Russians and the foreigners) say with laughs: “One more foreign freak arrived to Moscow for sex tourism and has been rubbered !”
Next, you will be asked by police about your relations with international sex-mafia, with sex-slaves, with sex freaks, with pede-porno dealers, with Internet porno-sources, drug dealers, etc. And all that will last, last and last. And every time different people will mock and laugh at you.
Don’t forget that in Russia even the officials don’t like gay, lesbo and SMs people. And especially if they are the foreigners. As I wrote it before, they are considered as freaks ans if they have any problems in Russia this means only that they arrived to the country with sex-tourism objectives. And that they should be punished for it by all possible ways, to forget the way to Russia with all these biz-ideas.
The foreigners have no excuses for the events of this kind and the officials and even the simple people will try to injure them as much as it possible because of theirs sex-orientation by different ways. Finally, you leave Russia and in several weeks you find your name included into the list of the persons suspected in international underground sex-industry activity. That means that in the future you’ll have many problems to get any visa to enter several countries of the world. And of course, your entrance in Russia and in CIS will be prohibited forever.
Just imagine that situation. In Russian you will not have any public and juridical protection against the cases of 100% potential violence or rubbery. And no one will be responsible for consequences except for the foreign tourist himself, captured by “fishermen” by Internet. The officials will say “That’s your problem. If you arrived here with any biz-objectives you could predict the possible complications in advance. We are not responsible that you have no done that.” Even in the Embassy people will make a distance from “this freak”.
Well, do you really want it ? Moscow and Russia are not NY and USA, or Paris and France, or even Amsterdam and Holland. In all other civilised countries (even in Brasil) you are a customer / client of diversified SM field of sex-industry. But in Russia you are nothing more than a simple victim of criminal business without any possibility of juridical and administrative defense of your interests.
Of course, there is another one bad thing. If you are somebody who may be interesting for Russian special services (or private independent structures of this kind), - you can arrive, you can pass in this country very good time and you can come back home without any complications. But several months or years later you have a strong risk to become and object of blackmail with photos captured during sex-acts with your participation in Russia, etc. Well, I think that I should not explain the results of blackmail like this for the life of foreigner. No more friends, no more career, no more perspectives, no more usual life, - nothing. Only the dirty public shame. Or you will be obliged to work for them till the end of your life to avoid the complications of this kind in a future.
That’s why, I don’t advise you to listen to all these “Russian promoters”. You can’t be even sure that these are the real people and not someone else who uses theirs names and photos taken from another one place on Internet. And of course, all these SM-girls are not the Russians. As I wrote it before. You can meet the same people, say, in Amsterdam, - there are plenty of SM-Caucasians there now.

In Moscow (for example) the situation is a bit different. For example, the hotel room will cost you the fortune. But the most interesting thing is that there are several almost official places into the center of the city there you can meet people of almost all not-traditional sex-orientations, - SM, TS, TV, G, L, etc., - all of them.
There are no (or they almost don't exist) any special clubs for them (of course, they exist, but only for really reach people and for the persons invited by them). Say different, - during the whole day the cafe or the club may work as the simple places "for a drink and a chat", but by the evening and all across the night they open theirs doors for "not-traditionals". People come there to meet each other, to speak, to make friends, etc. As it takes place, say, in Paris, in Mare.
But these are not the places there you can find SM-friends or G-friends for the night, etc. These people are very careful in Russia then they choose the friends. And they are right. Because as I wrote it before, the negative effects may take place not only for the foreigners but also for the Russians, not-traditionals as well. Ordinary people really hate them.
