Yes it is simple, a blood test on a post op transgender woman is going to show the sex as biological male, so the surgery did not change the sex of the person even if her gender is female, logically to manipulate by surgery the physical characteristics to look as a female thus matching the gender can not be a sex reassignment surgery, as sex is biologically impossible to change, sexual reconstruction doesn't apply either as it implies you are rebuilding something that broke leaving as the only logical choice gender reassignment surgery since you are altering the physical characteristics of a person to match their gender.
