Actually, that's been a point of controversy on this very thread. Some people think it's offensive, other people think it's just a descriptive term that's acceptable within porn, but offensive outside of it, and still other people think it's not offensive at all. I tend to see it as okay to use as long as the person you are calling a sissy is okay with it, otherwise it just leads to hurt feelings, angry attitudes, and all around bad times. Makeup is a big hurdle. All I can suggest is to watch some videos (there are tons on YouTube), go to a store and stock up on the basics, and then start practicing.
Finally, you might find a transformation service in your area that can help you with all of the above. For example, there's a great one in Houston that can teach you about makeup, do a makeover, and sell you everything you need, from top to bottom. If cost isn't an issue, this might be a good solution for you.
