I can only guess that posting the above link in your thread devoted to extraterrestrial life means you believe it somehow offers evidence that we’re being visited and manipulated by space aliens driving late model UFO’s. Many of the commenters (with whom I imagine you agree) think that this vid shows the President letting slip some top secret intel on the existence of our overlord aliens. I can’t really know what you think, because all you did was just plop down the link.
Of course it is a well known anatomical fact concerning the human brain that it has the appearance of a triune system. The three major parts are the basal ganglia, the limbic system and the neocortex. The basal ganglia shares most of the anatomical features (and presumably the corresponding functions) one finds in the brains of modern reptiles. For this reason some popularizers refer to the basal ganglia as the reptilian brain. However, it is a brain-structure that is common to all organisms that share a common ancestor with birds and reptiles. It is presumed that this structure is responsible for automatic responses (like fight or flight), instinctual behaviors, etc. whereas neocortex is the seat of language, reason etc. ( Triune brain - Wikipedia, the free encyclopedia )
You can read about these notions in any of a number of books and magazine articles scarfing off the popularity of neuroscience and psychology. What functions the basal ganglia truly serves remains to be detailed. I'm not arguing the truth of these functional notions about the anatomy of the brain. I’m just arguing that these notions (about the reptilian brain, the limbic system and the neocortex) are popular (...so don’t give me any flak about using a wikipedia article to illustrate them). What I am arguing is that they are a part of our popular culture. The reptilian brain is a handy (and sciencey) metaphor for our baser instincts. This is clearly the metaphor for which the President was reaching.

If you think he was talking about neuroscience, then you give him far too much credit. I doubt he knows anything about neuroscience to say something like that off the cuff.
