Bail drops for 'Black Madam', Philly buttocks injections suspect
PHILADELPHIA (AP) — A Philadelphia woman who calls herself the “Black Madam” and is accused of giving illegal buttocks-enhancement injections has had her bail slashed.
Padge Windslowe’s bail was lowered from $10 million to $750,000 at a court hearing Friday. Defense lawyer Chris Mannix says it’s not clear if the 42-year-old Windslowe can post the lower amount.
She’s charged with aggravated assault and deceptive practices.
Police say an exotic dancer suffered serious lung problems following a buttocks enhancement injection last month.
Meanwhile, police say Windslowe remains “a person in interest” in the death of a 20-year-old London woman. She died after receiving injections at a Philadelphia airport hotel last year.
Authorities are waiting on test results from the U.S. Food and Drug Administration before issuing a cause of death.

Suspect in Florida butt-enhancement death now charged with manslaughter
MIAMI -- A South Florida woman previously charged with injecting people with Fix-a-Flat in a black market buttock-enhancing business was arrested Thursday on a charge of manslaughter, authorities said.
The Broward Sheriff's Office said Oneal Morris, 32, was arrested at her mother's house in Coconut Creek on one count of manslaughter.
Shatarka Nuby, 32, died in March in Tallahassee from what an assistant medical examiner called "massive systemic silicone migration" as a result of the cosmetic silicone injections, authorities said.
"Shatarka Nuby would pay a transvestite she knew as Dutchess up to hundreds of dollars to come to her house and inject her buttocks, hips, thighs and breasts with an unknown substance. Then Dutchess, sometimes wearing medical scrubs and a stethoscope, would seal the injection sites with super glue and cotton balls," the Broward Sheriff's Office said in a statement.
Morris has been arrested multiple times on allegations of performing cosmetic procedures with no license in both Miami-Dade and Broward counties.

Philadelphia (CNN) -- A singer known as "Black Madam" has been charged with murder in the death of a British woman who was injected with silicone at a Philadelphia hotel room last year, the city's district attorney Tuesday.
Padge Victoria Windslowe, 42, is already in police custody on separate charges stemming from another alleged illegal cosmetic procedure, also involving a silicone injection.
The British woman -- Claudia Aderotimi, 20 -- died in February 2011 from a pulmonary embolism because of complications from a silicone injection to her buttocks, according to the district attorney's office. The cause of her death had previously remained uncertain.
Aderotimi came to the United States from England after seeing an online advertisement for body enhancements by Windslowe, according to the district attorney's office. Police said Aderotimi paid $1,800 for buttocks enhancements that were performed in a hotel room, then experienced chest pains shortly after the silicone injection and died a short time later.
Philadelphia District Attorney Seth Williams announced Tuesday that Windslowe has been charged with third-degree murder in Aderotimi's death, as well as conspiracy, reckless endangerment, possessing an instrument of crime and unauthorized practice of medicine.
"Padge Windslowe's arrogance and blatant disregard for human life is shocking," Williams said in a statement. "Her conduct cost one young woman her life and placed countless others in danger. The defendant put her own greed above the public's health and safety, and instead of being remorseful, she bragged about prospective clients."
A phone call to Windslowe's attorney, Christopher Mannix, for comment was not immediately returned.
Windslowe was arrested in March before she was about to host a "pumping party," at which people pay for illegal silicone injections, police said. She was being held on $750,000 bail on charges of aggravated assault and deceptive business practices after an illegal injection of silicone was pumped into the buttocks of a 23-year-old woman in February, police said.
The woman ended up in intensive care with possible silicone in her lung after paying $1,000 for the procedure, police said.
Underground cosmetic procedures have become a growing concern for health regulators. Investigators have had a difficult time tracking these procedures because they are performed by unlicensed providers.
What really killed the beauty queen?
"It's hard to tell how many people are utilizing that [type] of service," Tina Tan, a New Jersey state epidemiologist, said.
Tan has heard reports of caulk and other products being used in the injections, as well as injection substances being purchased outside of medical supply stores, she said.
Not surprisingly, injecting these materials can result in serious health complications and death, she warned.
"In our cluster, these patients had to be hospitalized," she said, adding that such injections should be done by licensed health providers. "We do not recommend going in a hotel room with people who you don't know their credentials."

JACKSON, Miss. —
A Mississippi man who dresses and lives as a woman has been charged with depraved-heart murder after performing an illegal buttocks implant that killed a Georgia woman, authorities said Tuesday.
Morris Garner, who also goes by the name Tracey Lynn Garner, is charged with doing the procedure in March at his house in Jackson, Miss. Mississippi Attorney General Jim Hood said during a news conference Tuesday that Garner had no training or license to perform such a procedure.
Authorities said they are testing the substance that was injected into the victim and believe it may turn out to be some kind of counterfeit silicone. Hood said more people may have had breast or buttock implants performed by Garner, and he hopes those people come forward.
Morris is charged with depraved-heart murder in the death of Karima Gordon, 37, of Atlanta. Depraved-heart murder is a legal term for an action that demonstrates a "callous disregard for human life" and results in death. It carries a life sentence.
Hinds County Judge Melvin Priester denied bond after a hearing Tuesday afternoon. Garner was arrested Sept. 6, according to jail records.
"Based on the seriousness of the charge, the court does find that you are a danger to yourself, and more importantly, a danger to the community," the judge said.
After the hearing, Garner's lawyer, John Colette, said he was "shocked" by the seriousness of the charge and the fact that his client was held without bond. He denied his client is guilty of depraved-heart murder.
Garner said during court that he is 53-years-old and worked as a floral and interior designer. He wore a yellow prison jumpsuit and shackles, and his hair was in a short ponytail.
Colette said Garner had undergone operations to change gender.
Hood referred to Garner as a man, and Garner was booked into the Hinds County jail as a man.
Hood said that Gordon, who had served in the military and wanted to become a model, found Garner after meeting someone on the Internet known to authorities only as "Pebbles." Gordon met Pebbles in person in New York City and paid her $200 for the referral to Garner, according to Hood.
Hood said his investigators were looking for Pebbles.
The Associated Press found a Twitter account in Gordon's name from which only one message had been sent, and it was to a Pebbelz Da Model in December. The Twitter account of Pebbelz Da Model had a link to an explicit website by the same name. Nobody immediately responded to an email sent to the website. The website said money orders for access to its contents can be sent to an address in Lakeland, Tenn.
Hood's office had no comment on whether Pebbelz Da Model is the same person his investigators were looking for.
Gordon was an adult entertainer in Atlanta and had undergone other cosmetic procedures, Colette said, though he didn't elaborate. He said he had only recently taken the case and was still trying to find out more about it.
Gordon drove to Mississippi with a friend to have the procedure, but became ill a few hours later. Her friend called Garner and asked what to do, and he told them to buy some cough medicine, Hood said. Gordon died at a Georgia hospital a few days later.
"We've had people practicing medicine without a license, but nothing like this," Hood said.
Deaths from illegal cosmetic procedures have happened sporadically around the country as people seek cheaper alternatives to plastic surgeons. A New Jersey woman pleaded not guilty Tuesday after authorities charged her with giving a man a fatal dose of silicone during a penile enhancement procedure in May.
