Wikileaks released a cable containing sites that are vital to security of the United States. Some of the sites were commonly known and others sites weren't known by a lot of people. Even the AP didn't publish the cable because they knew how sensitive it was.
Yes, Wikileaks released a cable showing how to cause serious damage to the United States.
More serious than the Plame leak.

That is because Scooter Libby was not the one who actually first leaked the information. It was Richard Armitage, formerly the Deputy Secretary of State.
Scooter Libby got nailed for actions during the investigation. He was convicted of obstructing justice, perjury and making false statements.
