I have dated 3 white girls, 1 Polynesian girl & a Indian girl over the years. Met a lot of their freinds whilst I did. I think what you will find is that the girls working on the streets tend to be asian or polynesian but even then it's probably still 25% white.

End of year is much better for warm temps.
I've seen plenty of topless girls down the beach in the middle of a crowd. If you're feeling a bit more reserved then there is dedicated "clothing optional" beaches all over the place.

ahh if there is nudist beaches then i will be on them most of the time topping the tan and splasing in the sea :)
