When one is circumcised, they remove some of the foreskin, leaving less room for the skin that is remaining to move back and fourth. A loose circumcision is one were less skin is removed, allowing for some skin movement. A tighter circumcision in one were more skin is removed allowing for less or sometimes even no skin movement.
