There was a time that a child born hermaphroditic could be altered by the Doctor to the perceived dominant sex without the Parents even knowing.
Even those that slipped trough, most would not be functional as far as being able to carry a child, or even have a working penis.
The percents I have seen tend to be less then 2% and generally refer to the condition as Intersex, due to the lack of function of both sex organs.
