It was hell on earth.

They put me into a special cell, and i could not go anywhere for 2 months.
It drove me crazy, not to mention all the harassment i received.

the Canadian government did not help much and I was so disappointed at the time.

I was all alone, but thanks to some good people, including some local prisoners who bought me food so at least, i could survive and not become malnourished.

There are good and bad people everywhere, including in Dubai.
So at the end, i forgive all of them and move forward

The answer is in your own words 'wealthy people' -Dubai is attractive because of its liberal regulations on residency and taxes which is also one reason why Halliburton relocated from Texas five or so years ago, although its Middle Eastern interests helped as well. Dubai doesn't have the oil and gas reserves of Abu Dhabi and has been re-inventing itself as a business hub being situated between Europe and Asia -if you are in Dubai you are roughly 6-7 hours from all the important places other than North America; it has a warm climate in the winter, it has modern facilities that wealthy people like and, crucially, can pay for, and if you have that kind of wealth it won't be difficult to meet and greet the people who matter so that if you do have a 'little difficulty' there will be someone who can help and all you need is donate $50,000 to his favourite charity.
