Stan Lee decided to make him green for many reason like most of the other heros were wearing red and blue at the time and green was easy to print. If you want a different reason I would have to say blame the gamma radiation for the mutation. He was originally grey because it wouldn't make him part of any ethnic group but they couldn't get a consistent color

Thanks. I was somewhat starting to think it had something to do with smoking substances… :) consumed either by the hero himself or the spectator… was almost considering trying to see things in such way myself. lol
