That is from MAD TV back in the 90's. The series is called C.L.O.P.S. Claymation C.O.P.S. There were 4 or 5 differnt episodes. They went to a domestic situation between G.I.Joe and Barbie in one. Paddington Bear as a flasher. There were more, but they slip my mind right now.
