The point about villains is that they should have complexity as characters to give motivation to their actions, rather than just be cartoon figures whose only purpose in a film is to make someone else look good when they beat/destroy them -literally or figuratively.

On that basis the character Irimiaz in Bela Tarr's Satantango is a vile creature because of his actions and because he doesn't care what happens to the people affected by them; another example is David Morse's character Bill Houston in Dancer in the Dark, whose greed destroys more than one life.
