Fail.

Seriously, "This will happen"!? Coming from a cop?

That's very sad that people still commit hate crimes of this nature these type of crimes are usually committed by very insecure people.

His body had been partially burned, decapitated and dismembered.

I mean really do they have to do all that? That is simply barbaric whatever happened to just shooting somebody in the head? Which isn't to say that would be any better but still.

When people want to send a message, yes, they do think they have to do stuff like that.

There's a reason why the Japanese used to decapitate, dismember, and then amputate the hands of American casualties and leave the hands folded together, with the head neatly placed on top, with the genitalia placed in its mouth. Eventually someone would find it, get the horrible image engraved in their memory, and go around talking about it- so the "word gets out" in ways that aren't true for cases where someone is killed and left as-is without mutilating the corpse.

That's why it's called a hate crime- it's calculated to cause terror.
