Why not buy a larger size?

Unless you make your own clothing, or have everything custom made you can run into fit problems if you don't easily fall into a specific size combination in clothing retailers' size chart sizes.

Pulling numbers from thin air, suppose a girl has a waist somewhere between 26-28" and a hips measurement (which includes the ass to a point) at 40"

A lot of retailers have that waist measurement range fall into a range between 4 and 8... but the hips measurement would fall somewhere between a size 10 to 12 (depending on the company). So if you go by the waist measurement, it is going to be a tight fit where you took the other measurement, if you go by the hips measurement the waist area could be too lose. So given that choice, which of the two options look better?
