looks scary. that level of blueness looks goofy in anyone, but black peopel especially because of the contrast in skin and eyes.

I would think this is very rare. Blue eyes come from recessive genes. So it is possible if both parents had this recessive gene. For the most part eye color is linked to skin and hair color.

His eyes stand out so much because of the darker skin tone. My eyes are also blue, but don't stand out as much because I'm white with fair skin and hair.
