I recently encountered a girl with a really tiny "clit", I guess the hormones do that. My question is since these girls don't get erect do they still have sensation in their dicks? Can they have orgasms?!?!

If you mean really small, as in practically not there, that is a condition they're born with, not something hormones do as far as I know.

I'm not sure, that is a question for someone else but my guess is that it would affect SRS negatively.

HRT and / or an orchiechtomy can cause a woman to have fewer or
limited erections, but she still will have sensations in that area. As to
orgasms, she should be able to have an orgasm. Though the degree
of difficulty for each woman may vary.
What is very interesting is that a woman who has had an orchiechtomy,
may be able to experience a quicker period between orgasms, as she
doesn't need to become erect again, unlike her male counterpart.
Again, in all of the above instances each womans mileage may vary,
so that there aren't any hard and fast guidelines.

There are a number of SRS techniques:
In the penile inversion method, the penile tissue is turned inside out like
the fingers of a glove, forming the lining of the vagina. The scrotal
tissue is used to form the labia majora. And the head of the penis is
used in the formation of the clitoris.
If a woman has too little penile skin, tissue may be utilized from the
scrotal tissue, or skin grafts may be taken from other parts of the
body.
If that isn't a surgical or aesthetic option, then the sigmoid colon approach
will be used.
An advantage of the sigmoid colon technique of SRS is that the
vagina is self lubricating. Another advantage is depth, a vagina
constructed by this technique could have depths of 8 - 9 inches.

Looking back prior to HRT, I was quite amply endowed, and would
ejaculate like a geyser. Which a lot of transwomen and their
partners would have been thrilled with. For me it drove me nuts (no
pun intended). So I was glad that with HRT, my erections diminished
and I didn't ejaculate nearly as much.
After the orchiechtomy and with HRT, my penis even when erect wasn't as
large as before HRT, and even during sex I was somewhat flaccid. What
was good about this, besides the ease of tucking, and no more involuntary
erections, was that I could have orgasm after orgasm in relatively short
periods of time, since I didn't need or wouldn't get erect.
As I've mentioned before I was never the penetrating partner, so this
wasn't a problem. I should also point out that I was on dosages that were
geared to maximize feminization, I wasn't attempting to balance for
performance. But if a girl needs to tweak her dosage so that she can still
perform as well as feminize, then she has to find 'the sweet spot', the
dose that will accomplish both.
After GRS I always wonder if I had lost some depth because I went from
a relatively large penis size prior to HRT, then decreased due to
orchiechtomy and HRT. Basically surgeons suggest that if you have an
orchiechtomy and plan to have GRS, that you don't wait too many years
between the procedures. They also suggest that you manually stretch
your penis, via masturbation, etc.

The female sexual response is more varied than that of men, and there are many women who experience clitoral hypersensitivity after orgasm, which effectively creates a refractory period. These women may be capable of further orgasms, but the pain involved in getting there makes the prospect undesirable.

I was with a beautiful girl here in Sao Paulo & it was ultimately not satisfying because it was EXACTLY like being with a GG. I guess that is the dream of man TGs but for those of us hobbyists we miss the "something extra" part that makes TGs unique sexual beings.

I wish.
I wish mine would stay small. But after nearly 3 years on HRT with a little coaxing it still gets quite thick and about 5" long. I generally only orgasam once, but I can do it more if I keep going. But I'm 90% bottom.
My testicles have shrunk about half and undecended somewhat.
My partner Jessica still gets really hard at the drop of a hat, but her testicles are really small. She's still about 5" too. I think we are probably right on the edge of getting full length vaginas without colon transplant (which I feel is too invasive) so what we get is what we get. Roll me over if it's not deep enough!
