The receptive or bottom's odds are less than one in 100 (.82 %)when having unprotected sex with an HIV positive partner. and are even way more remote if you are the top. Something on the order of .06% Reduce them either further for using a condom at the outset and then not completing the act and then multiply them by the likelihood the girl doesn't have HIV and you end up at very highly unlikely.

First off, I'm not saying it. I'm relaying what the science has shown. But to answer your question, I think its simply because there are so many people having so much sex. If Aids were as easy to catch or spread as a cold, a lot more people would have it by now.

But that doesn't mean its still not a very serious health issue or that people shouldn't still always be safe and get tested.

When an asshole is being fucked you do not realize that some internal blood vessels break.
Add this factor to the precum that comes from the cock and you get HIV positive.
It is easy to get and there is no question about it.

They did epidemiological studies to come up with those figures. Their figures are that its less than one percent, which means the risk is less than 1 in 100. If you want to question their empirical methods, go to the study, or find me another one that contradicts it, but absent that, I think the findings are credible. Under your example, if a subsequent study found twice as many partners became infected, they would report that, at a 1.6% rate. That might be a 100%increase, but its still less than a 2% risk.
