Actually, it means he was drunk as fuck. It's a British expression. Other words they use are: bladdered, trolleyed, wrecked, sozzled, soused, pissed, plastered, shitfaced, hammered, trashed, fucked, fucked up, blotto, tanked, wasted, pickled.
I guess the Brits have so many words for being drunk 'cos they get drunk so often (no offense meant, but I did live in the UK for several years and- honestly- often got drunk along with them).
As for the whole point of this thread...I honestly don't know what it is.

yes its in the news this morning about drunk driving among young brits has shot right up. We also have one of the worse records in Europe for binge drinking so its not surprising we have so many words for getting brassed. Any way I dont drink. I cant stand the taste of it and it makes me dizzy just the slightest sip.
Last time I tried was in the brits centre of drinking away from home, Ibiza. I was feeling miserable cos I didnt like the hard house non stop. The 18-30 tour reps told me to get rat arsed like everyone else to cheer yourself up and pull a bird. I drank red bull and vodka. I felt just as miserable, the drink didnt help at all. So dont know what people, especially fellow brits find so pleasing about it. I've seen to much violence in pubs and football matches caused by drink to put me off it. Rant over.

ive been told that finns can come up with some 100 workds for being drunk easily
on that note i wonder how many words there are for getting baked in dutch
