In reality, they're pretty weak. I've seen it.

LaserGlow.com has much more powerful lasers, their most powerful laser is one that shifts out of the visible spectrum, into IR.

Just be sure you hit the right balloons. Otherwise, this'll become a common discussion topic in ladies changing rooms and on the beach:
"Omygawd is that a cigarette mark on your breast!!! That boyfriend of yours is an animal!"

LMAOOOOOOOOOOOOOOOOOOO, believe me it would solely be for entertainment not causing any type of physical harm. A place I go to has balloons all the time and people pop them by hand, I think it would be hilarious to pop one from across the room a few times.

I bought a green laser last year but not one of those powerful ones. I'd worry I hit something reflective and burn my eye out. From what I read with those powerful ones it will damage your eye even before you get a chance to blink.
With the normal power one I can put a green spot on an object about a mile away at night.
