Before being vetoed today, the conference report on the bill (HR 1591) adopted by the House and cleared by the Senate last week, was delayed by (D) Pelosi who wanted time to personally read it and sign it before sending it to Pennsylvania Avenue. The delay was deliberately planned in a partisan effort to have the Veto coincide with the 4th anniversary of the 9nth Carrier strike groups successful 290 day mission.

Media office representative Captain Conrad Chun at the 2nd Fleet in Norfolk, VA detailed the mission accomplished banner,

"When something of such high level is planned, such as the landing of the commander in chief on the ship," said Chun, "there are several planning meetings. At one of the meetings was the idea for a banner that said MISSION ACCOMPLISHED." The mission in this case, was the mission of the USS ABRAHAM LINCOLN. The men and women aboard the nuclear-powered carrier accomplished their mission and stayed out for a record time -- 290 days. It was a very long cruise for them.

The speech given by President Bush aboard the Carrier was specific in regards to the mission and Iraq,

"We have difficult work to do in Iraq. We are bringing order to parts of that country that remain dangerous. We are pursuing and finding leaders of the old regime, who will be held to account for their crimes. We have begun the search for hidden chemical and biological weapons, and already know of hundreds of sites that will be investigated. We are helping to rebuild Iraq, where the dictator built palaces for himself, instead of hospitals and schools. And we will stand with the new leaders of Iraq as they establish a government of, by, and for the Iraqi people. The transition from dictatorship to democracy will take time, but it is worth every effort. Our coalition will stay until our work is done. And then we will leave — and we will leave behind a free Iraq. "

President Bush signed the veto today with a pen given to him by Robert Derga, the father of Marine Corps Reserve Cpl. Dustin Derga, who was killed in Iraq on May 8, 2005. The elder Derga spoke with Bush two weeks ago at a meeting the president had with military families at the White House.

Derga asked Bush to promise to use the pen in his veto. On Tuesday, Derga contacted the White House to remind Bush to use the pen, and so he did.

Immediately, democrats promised an attempt to override the President`s veto over the next five days, thereby depriving the US armed forces of necessary funding despite not having the votes to do so.

Finally, this legislation is unconstitutional because it purports to direct the conduct of the operations of the war in a way that infringes upon the powers vested in the Presidency by the Constitution, including as Commander in Chief of the Armed Forces. For these reasons, I must veto this bill.

GEORGE W. BUSH

THE WHITE HOUSE,
