In order to confirm an ambassador or get funding for an Embassy (let alone a mission), the Senate will have to be involved... and given November's results... that isn't exactly likely.

Good or bad... this push by the Narcissist in Chief will not see serious fruition during his administration as it's largely another desperate grasp for headlines and accomplishments that will hopefully be long remembered after other purported (and under legal fire) 'achievements' of the administration are likely to be thrown out and poo pooed.
