    Seriously? - the character is over 30 years old and dates back to the mid 70's. DC used to have multiple versions of their characters and Power Girl was originally an alternate Supergirl. Think of her as for want of another word Superwoman.

    Power Girl has that hole where her chest is because she doesn't have a symbol to represent her like Superman has, and it's symbolic of her having an identity of "that girl like superman", as opposed to her own. Also to show her boobs.

    It's almost laughable that DC tried to pass off the "I don't have a symbol so I just wear a cut out" thing.
    She went without that for years.
