No. But it's not clear-cut. Some are; that much we know for a fact for a few reasons.
'Clinics' like that run by Ken Zucker have been brainwashing young transgirls into being gay men for decades. In fact this appears to be something of an industry. We don't know how many people have been affected by this, but it's significant.
In the Philippines and other parts of Asia there is also much more blurring of the line (if there even is one). I personally know gay men in their thirties who were transgender beauty pagaent winners in their teens and twenties. My girffriend, who absolutely is a girl, has known she was a girl since her childhood, yet sees no substantive distinction between herself and gay men--it's simply a matter of degree. (As far as she's concerned, they're all girls because they want to be fucked by men.)
In the West, on the other hand, gay men have been conditioned to appear masculine, something which many, if asked privately, admit they are uncomfortable with.
So cultural factors are further muddying what is already murky water.
As well as all of this, there are transwomen who are attracted to men who transition later in life, and this population is getting bigger. Note: these are not the classic Blanchard autogynephiles; they do not develop an attraction for men after they transition but before it.
One reason it's getting bigger is that modern surgical techniques, coupled with hormone therapy, make it possible for a woman like this to pass, and more open attitudes mean they can have the kind of sex life they feel comfortable with. So, what were they before they became transwomen? Effeminate gay men.

Finally there are whole categories of gender-queer and intergender individuals who either adopt social roles somewhere between the binary gender norms, or who switch from one to the other.
So I don't think all twinky gay men are transwomen in denial by any means, but I do think a much greater number than either the gay or the trans population admit, are.

That would also mean all drag queens and transvestites/crossdressers are transsexuals in denial.
When most transvestites, crossdressers, drag queens enjoy living as men and many transvestites/crossdressers are STRAIGHT
The same for twinks they love being men!
Acting feminine has nothing to do with how you determine your identity!
Many of those fem boys are very manly acting in the relationship..they are the top..the boss..and very masculine in character otherwise.
I have many gay friends and almost every twink friend is the head of his relationship as well as the top.
Where as my straight acting/butch gay friends are mostly bottoms and very submissive.

I know this gay couple who are building a house together right now who have been together for years. One of the boys is large, beardy, hairy, plays metal, has questionable style...just doesn't give off any gay vibe at all, like a boyfriend I had who had to break up with me when I started getting boobs.
Then you meet his boyfriend, who is rail thin, about my height, has pretty sun blonde hair down his back, is more overtly effeminate than most women I know, inluding myself and likes to talk "yeah, take that fucking cock in your hairy ass" shit to his big man while he fucks him in his hairy ass.
Incidentally, that little shit is the only person I know who slips and uses my old name to refer to me, despite never having known me while I was using it. He talks to my hand a lot.
My point, though, is that people are people and bullshit generalizations never work, so it's best to move the fuck on.

Many have said that about Anderson Brooks. He says he simply likes to wear make-up. So, it's difficult to argue with that. Isn't it???
And, too, a fairly large percentile of the populace think or believe that males who like MTF transsexuals are gay.... Are we?
Am I gay for being attracted to Anderson Brooks who some would -- and do say -- is an "un-transitioned" t-girl?
Anyway, these questions will always be debated -- ha ha!
