More often than not you're right, but it could also mean the dude is so insecure or unsure about his sexuality he has to reaffirm himself by informing you. Either way it's creepy, thoughtless, and disrespectful.

I understood the original post. I was explaining why guys, who are likely not first timers, would feel the need to say that they are.
