How the car confiscation law works is this:
If you are caught engaging in a prostitution related activity(or narcotics, street racing, etc), the police can arrest you and can also take your car. Or they can just take your car. They will impound it and assess impound fees plus a "fine" based on the value of the car. This fine can be several thousand dollars. If you cannot pay the fine, the city can sell your car and keep all proceeds. You can have a hearing. However the hearing will not be a criminal hearing. It will not be based on the premise of proving your activity "beyond all reasonable doubt". It will be a civil hearing(in criminal court) where the city will only have to prove that you were engaged in the activity by "preponderance of the evidence". If they do, you lose your car. Also of note is that if the fine amount is say $8K and your car is worth $14K, the city still keeps all proceeds.
Overall, its one of the most unfair laws I have ever seen(eminent domain is far worse), and likely oversteps constitutional bounds. That is why it is being challeneged. What puzzles me is that some of the council people who voted in favor of this law are extreme left wingers including a couple of them whose background leads me to believe that they adhere to a political belief just slightly to the left of Karl Marx(eric garcetti & martin ludlow).

Is the Hotel Lincoln still around? Or the bar on seventh by the Greyhound depot. Neither would be very safe or sanitary. But the bar was fun in a scary sort of way.

There use to be a lot of shemales working in Wilmington on Anaheim St. on the week-ends...but that was a few years ago.
