Yup. Has been for years. But it's been plagued by construction inadequacies that they're currently addressing. There has been repeated flooding of tunnel ramps, lights falling from walls, and a few years back a concrete panel from the roof of the Ted Williams tunnel collapsed and killed a woman. The culprit was later found to be sub-standard epoxy in the bolts that affixed the panels.

In my opinion, from the short time I was there before I made the huge mistake of coming to Cali, it made a huge impact, but there are apparently some who argue that the traffic has merely shifted instead of being alleviated. Unfortunately, I'm not there anymore so I can't offer a first-hand report.

But I will say that with the 'second green monster' finally down, the city has never looked better. It's absolutely gorgeous.
