When I tryed to go to this link on IE (IE eight) I noticed that page would not load, the flash on IE was old so
page did not load. If this is the case for you, you may need another browser to download or look for this file.

The only other thing I can think of is for you to go to the tools menu, then to Internet Options, then select the Security Tab and drop your security level from Medium-High to Medium.Again you will have to shut down IE explorer to make the change take effect. Hope that works because I at the extent of my knowledge of IE.
