Popper (also "poppers") is amyl nitrite or butyl nitrite. In the 70s they were available in the States under names like Locker Room, and are volatile liquids (you inhale them). They produced an immediate, almost violent head rush that fades in a few minutes.

Since they also relax smooth muscle, including the anal sphincter, they were pretty common among gay men in some circles at the time (maybe now, too, for all I know). This also explains their use in this scene, I suppose.
