Howard Stern part of Secret Government Plan:

To avoid more US involment and to prevent the deployment of US ground troops in Libya. The CIA had a secret plan to kidnap Muammar Gaddafi
and replace him with Radio Personality Howard Stern. This would have
allowed the US total control the Libyan Country. Stern reportedly turned the role of lifetime down when the CIA refused to grant his request for full immunity from the FCC.
