I can think of a way but there would be tons of breaking, grinding, and cutting. Careful to reconnect the nerves properly and not sever them.

I know a guy in Germany that might be able to do the surgery.

i saw a lady on dr 90210 who got surgery to shave off some of the bone in her foot to fit into a smaller size manolo blahniks.. i don't know if it goes for hands though
