I think you need to use the Attach Files facility in the Additional Options section beneath the message box section in the New Thread or Advance Reply screens. If you click on the Manage Attachments text in the field it will pop up a browser from which you can find this file on your local drive and upload it.

Using the [IMG][/IMG] tag sets assumes you're serving that file from a Web server, which you are not.
