Yes, this. Some trans women may still be able to get it up after several years, but it's not very common, and more often than not, Viagra may be needed to get and keep a full erection for more than a few seconds.
That said, non-trans (cisgender) women *do* achieve clitoral erections, but trans women tend to take androgen blockers, meaning they tend to have a lot less testosterone in their system than even cisgender women. The reasons for androgen blockers has to do with the biochemistry of hormones; in print, it may make sense that hormones may work like mixing paint -- most artists, after enough experience, can look at most colours and be able to guess how much of any combination of primary colours (red, yellow, blue, black, white) would be needed to get certain colours -- if you add too much of one colour, you just add a little more of others to even it out and balance the ratios. Hormones, in practice, don't work like that (at least not with the current available medical technology -- after all, science is in a constant state of change, and available medical advances are in a constant state of bureaucracy); an average cisgender woman may have a hormone ratio 9oestrogen:1testosterone, but since a trans woman is starting from a baseline of 3testosterone:1oestrogen (btw, these are numbers that I'm just pulling out of thin air based on a cursory understanding of hormone ratios in the human body), adding enough oestrogen to bring down the ratios to 9o:1t would cause hormone toxicity (this also puts transgender men at a greater risk of hormone toxicity, since toxicity through testosterone has a far lower threshold). Androgen (testosterone) blockers help bring down the testosterone for the ratio; poorly dosed, even half-erection may be impossible on its own in a very short amount of time -- well-dosed, the erectile tissue will still stir with arousal, but full erection potential will be diminished through prolonged use, and without other help (usually viagra).
As long as erectile tissues remain undamaged, erection is *theoretically* possible, even in cases of total castration, but a lot of factors are there to consider, and the way hormones tend to work for transgender people is a big factor.

I think kimber James mentioned in one of her interviews with that funny "Kumar"-looking guy that she was having the OP soon - meaning the cut. So she is no doubt heavy on the hormones as of the moment..or come to think of it, for a long period of time now...
