Every time the economy of a region goes to shit, the minorities have more violence to worry about; i.e. the parts of the US that had a surge in KKK membership in the 20s were areas that weren't benefiting from the economy, rise of skinheads in the former soviet countries after the cold war, etc.

The harder it is for people to get what they consider satisfying jobs, the more stuff like mass beatings are going to happen, and unlike in the past when such things weren't tracked (or couldn't be), with a country like Britain with CCTV everywhere- almost anything that happens in public will end up going into the statistics.
