Because not everyone has proceded to turn themselves into circus freak shows, nor has everyone undergone obnoxious, disproportionate boob jobs. And of those who have, they would do well to remember that what one says, and how one acts, is a type of gender based behavior that contributes to passing.

So if the girls who are starting out act like women and invest a bit more in their faces, rather than their chests, then perhaps they will have a better chance of passing.

There are some individuals here who are postergirls for how not to pass, and without pointing fingers, the OP made a true observation that boobs too big for the hips are a red flag.
