Still a lot of cons going on but if you don't look like a easy victim you should have no problems, just stay with the heard, don't go wandering down any deserted streets and you should have no problem. Treat it like any city, I don't walk down the side streets off Fremont when in Vegas or walk down Biscayne when in Miami, or any streets off 441 either, Miami is much more dangerous then Tijuana.

IMHO if somebody has to ask if something is safe they shouldn't do it anyway.
The world is not completely safe and if you feel "safe" in your suburban environment, more power to you. Chances of you having a violent encounter is still VERY HIGH, even if the murder rate is low, its miss-leading.
TJ is safe, there is a heavy police presents in the zone.
Can you get mugged? Sure it just happen to fellow poster on another forum and it happen in broad daylight. Wasn't hurt, no injuries, just pride and few pesos.
That being said, if you look like a target, you are one.
Millions of Americans travel abroad everyday and just how often does something negative happen compared to how many people travel?
