They have to patch it, of course, because all kinds of bad things can happen if you leave the sinuses fully exposed like that.

is there a way to tell if the sinuses will be exposed BEFORE the surg?

It all depends on how thick your skull is where they're grinding, and how much they have to take off for it to look right.
Some people need that much removed entirely, just to get their massive brows ground away.

Basically, that plate is there to protect your brains. If you got into a head on collision without one, you'd be in trouble.
