Good question, in my country....and the country i am living in at the moment an uncut penis is the norm. Maybe it is just an American thing and yes most people wash and keep it clean. A cut penis would be an irregularity here.

I got mine cut two years ago at the age of 30. Boy did it hurt like hell and it is only a local anaesthetic. Not something you want to see. I've never felt pain like it afterwards for about two weeks.

But why did I have it done? Two reasons. Vanity and it is easier to put condoms on. I took a lot of risks before but now I always cover up.
