    Well the other flip side of a bad economy and "working" is that it often leads to increased activity by LE.

    At least in NYC, LE makes a good chuck of overtime processing arrests, if things are timed right. Not to mention the revenue fines on "vice" arrests bring in.

    Not in the same area, but on the same topic, NYC recently hired several hundred more parking enforcement agents (aka, "meter maids"), and more are to come. The Big Apple may be in dire fiscal situation, and laying off teachers, but those parking tickets are a coming.
