It could be set up in a years time,and the proceeds go towards debt reduction.You would need the sort of oversight that Vladimir Putin or Chairman Mao would bring over the officials managing the lottery(any Bernie Madoff's in the group would get the bullet to the temple).I am serious about this project and have received a response for local elected officials as well as the White House.They do not question the feasability of the idea,just the technicalities of starting and administrating such a product.
