In Manga, there's no desire to become a full woman, but to be half and half and have lots and lots of sex.
(as opposed to a futanari or futa which are hermaphrodites)

i'm pretty sure it's just the japanese term for shemale/tranny/ladyboy/dickgirl/he-she/tgirl/miss penis/dangling donna/etc
