To answer your question, in the later years of the Giuliani Administration anything related to sex received a lot of negative attention from the city’s government. This was a marked departure from previous administrations (Koch, Dinkins, etc.), all of whom were either unable or unwilling to go after adult entertainment in any form. Much of the good entertainment (S&M, swing clubs, etc.) has been closed down or driven underground and is no longer accessible to people who lack the proper connections, which makes for a more limited/tame scene. The clubs that remain are either shadows of their former selves or poorly crafted replicas of previous establishments. Most of the best stuff now happens outside of clubs in much more private settings these days. Still, I have spent extensive time in many U.S cities at one time or another, and NYC is still the best for hedonistic indulgence, TS related or otherwise.
