There is no definition that states that you have to have surgery or hormone therapy and live full time to be a transsexual.
Certainly for younger girls who are unable to make the fulltime transition yet, they might not have the ability to live full time. I've worked with some fantastic models who would have been labeled as transsexual under this definition ... who have later went on to be some of the most popular transsexual models or just fantastic looking women.
