Black Colleges (I assume you don't really mean Collages) originated because other collages and universities didn't accept black enrollments. Today Black Colleges (just as all colleges that want Federal funding) have open enrollment policies. The same is true of the United Negro College Fund. It was originally set up in 1944 to address inequities in black educational opportunities. Today the scholarships are open to all.
