Bush is certainly no Adolf Hitler, but that doesn't lessen the damage he has done to this planet and the evil perpetrated on the people that live on it. All American presidents have perpetrated acts of great evil to protect their way of life and the great opulence of the wealthy, that is what those with power do. Bush is just an asshole so people hate him much more than say Bill Clinton, even if Bill Clinton's administration openly claimed responsibility for the deaths of half a million children under the age of 5 due to sanctions in Iraq.

Point being, governments tend to act on behalf of those with the power to influence them, which in the US remains the super-rich and a small coterie of millionaires who benefit tremendously from so much death and destruction.
