It looks like a Thrall or Gundersun Husky Stack. It is a piece of rolling stock for transporting shipping containers on rail, they are generally called double stacks, since the containers are stacked two high, they are also called well cars. Really weird choice for a tatoo, unless there is some graffiti that makes it different.
